Preface

Station Control and Conflict Management Regulations (Space Law) SCCMR, colloquially known as ‘Corporate Regulations’, is Nanotrasen’s corporate law. Whilst Nanotrasen’s own security isn’t present on some frontier stations, Lopland security enforces corporate law.

According to the laws of SolGov, NanoTransen lacks the authority or judicial privileges to execute an individual. Fortunately or perhaps unfortunately, such transgressions are rarely looked into on the frontiers.


SCCMR is not secret. The Head of Security & Centcom Officials have in-depth knowledge of SCCMR. The Captain, Security, Head of Personnel, the Blueshield, the Lawyer(s) and Silicons are encouraged to have above-average knowledge of SCCMR. Everyone not mentioned has layman-level knowledge, apart from Antagonists, who can have as much knowledge on it as they like.

Your primary objective as security and/or antagonist is to create the best roleplay opportunities possible for the server and the biggest net-gain of fun for everyone involved. This is how you actually win at the game.

Introduction

Criminal Codes

Also known as ‘categories’. They are made out of three digits.

The first digit refers to what category of offence the crime is.

  • Codes 1XX are misdemeanours.
  • Codes 2XX are Felonies and start with five minutes imprisonment.
  • Codes 3XX are Serious Felonies and start with ten minutes imprisonment.
  • Codes 4XX are Major Felonies and start with fifteen minutes imprisonment.
  • Codes 5XX are Capital Offences and start with imprisonment until transfer, but usually end in execution.

The second digit refers to if the crime stacks with crimes of the same third digit in other categories (first digit).

  • X0X means the crime doesn't stack.
  • X1X means the crime is standalone and unrelated to crimes in other categories or same third digit.

The third digit relates to the crime itself. 203 is a more serious version of 103, for example.

Some categories won't neatly go up from XX0 to XX9, they may have gaps.

Crime Stacking

The rules regarding crime stacking (charging someone with multiple crimes simultaneously) are:

  • Crimes with the last digit never stack together (102/202/302/402).
  • Crimes with the middle digit as 1 means the crime is standalone and not related to crimes in other tiers with the same last digit.
  • Crimes may specify in their notes that they do or do not stack with certain other crimes.
  • Crimes which are very similar (e.g: contraband and drug possession, for the same item) cannot be stacked together. Charge only the most serious crime.
  • Otherwise, crimes CAN be stacked together. e.g: you can charge someone with BOTH 208 breaking and entering AND 107 petty theft for breaking in and stealing something. The timers are added together.

Special precautions are to be taken aside from Standard Brigging Procedures:

  • Ask Vox or Plasmamen prisoners where their Internals Tank is located. Do not remove this tank, as it will kill them. In such a case where their clothes have to be changed, expedience is mandatory.
  • All Contraband is to be confiscated and placed in Evidence Storage, this includes tools used in a crime. These are not to be returned.
  • Make routine checks on the Permabrig, Solitary or Labor Camp areas if they happen to be occupied.

As a security officer on the frontier, you'll find much less support when things go wrong. Nanotrasen's presence isn't always popular, and if an alien government gets riled up, you better believe Nanotrasen will extradite your sorry ass at the first opportunity to stop a fuss.

You're therefore heavily encouraged to use non-lethals and less-than-lethals where possible. It's not just for politics, bringing people back alive is valuable. Even in the age of cloning, those who are brought back suffer memory loss at best - enough loss to throw out a court case, and horrifying brain and bodily traumas at worst.

Your safety is still important, though, and there are instances where lethals are authorised.

  • Non-Lethals Ineffective - Out on the frontier, some threats can shrug disabler bolts and taser electrodes. If a target is dosed up with stamina-regenerating drugs, switch to lethal options.
  • Target Too Dangerous - When a target is armed with weapons more powerful than your own and there is reasonable suspicion that they'll use those weapons, usage of lethals may be overlooked. If someone has a grenade, it's probably best to render them incapable of using it and revive them later. It is always preferable to detain instead of destroy, though. If you use lethal force on someone who can be detained, you should always attempt to revive them securely afterwards.
  • Target Invaluable - The frontiers have many gifts. One of these gifts are Xenomorphs. Say thank you to this gift with your laser gun. It is impolite to use disabler bolts on malfunctioning combat robots. They will not flinch.

Enemies of the Corporation Emag.png

Occasionally, you will encounter personnel that are working for an enemy of Nanotrasen (such as the Syndicate) and/or are working to undermine Nanotrasen's operations.

Current enemies of Nanotrasen include but are not limited to: The Syndicate (through secret agents, boarding parties, and brainwashing specialists), the Space Wizards Federation, Changelings, Shadowlings, Vampires, and other intelligent hostile forms of life that seek to cause major damage to the station and or crew.

  • Execution/Imprisonment - If an Enemy of the Corporation has not committed any Capital Crimes they are to be placed in Permanent Imprisonment (Permabrig/Solitary/Labor Camp/Exile) without exception. Otherwise, Execution is permitted at the discretion of the Magistrate. If no Magistrate has been assigned, or is otherwise unable to authorize an execution, the Captain may authorize executions in accordance with Legal Standard Operating Procedure.
  • Uncontainable EoCs - Hatched Shadowlings are to be killed on sight. Powered Vampires, or any other Enemies of the Corporation that cannot be contained safely in the Brig, are to be executed or exiled irrespective of their crimes. Head Revolutionaries are to be executed or exiled as soon as they are positively identified. Being a space-proof species does not constitute being impossible to contain.
  • Changelings/Testimony - All changelings are to be considered hostile alien lifeforms and a direct threat to all personnel. All changelings are to be killed on sight and immediately cremated. Forensic evidence and/or direct testimony from Mindshielded personnel is necessary to establish proof. Personnel who provide false testimony are to be charged with Murder if the supposed changeling is killed and attempted murder if it is not.
  • Surrendering EoCs - Enemies of the Corporation that willingly turn themselves into Security of their own accord are to be kept in Permanent Imprisonment so long as they aren't impossible to contain. Defectors and captives are to be transported to Central Command via the Crew Transfer Shuttle; they are to be treated as dangerous enemies, but also protected from retribution and provided for.
  • Parole for EoCs - Parole can be offered to Enemies of the Corporation at the discretion of the Captain or Magistrate. This should only happen in emergencies where extra hands are desperately needed. Paroled Enemies of the Corporation are to be stripped of all their belongings and given basic Civilian access.

Executions can be done only by electric chair, lethal injection, firing squad, gas inhalation or asphyxiation. Other means of Execution are illegal unless a prisoner requests them. Cyborgification, either as a means of execution or posthumously, is also a valid option. See Legal Standard Operating Procedure for more information regarding executions.

  • In cases where the final sentence is equal to or greater than 60 minutes, it is to be changed to a Permanent Imprisonment sentence.
  • The greater good of the station should be considered when sentencing. If someone breaks into the AI Core to destroy a malfunctioning AI there is no need to charge them. Likewise, if the station is under attack by Nuclear Operatives you probably shouldn't be brigging people for trespassing. The intent of Space Law is to protect the station and the crew, not to hinder them.

Punishments

Punishment Description Procedure
Fines Fines are used to recoup losses, they should be used infrequently and only when crimes call for it. Simply ask the suspect to withdraw money from their ID via holochip. If they refuse to pay, you cannot take money from the ID yourself. This is a crime called robbery.
Demotion Demotions can only be done with the permission of the suspect's department head. The Head of Security has no authority to demote people outside their department unless the Head of Security is the acting captain. The suspect's head must be aware and must consent to their subordinate's demotion. The only exception is explicit support from Nanotrasen Central Command or Lopland Security is given. Get permission from the suspect's head, the Captain, Central or Lopland. Failure to do so is a breach of Lopland's work contract and grounds for immediate demotion. Assume the suspect is about to run away, as they usually will. Ensure they do not have a viable escape route. Ask politely for their ID to be handed other and have their head of staff of the head of personnel to change demote the suspect. If they don't give their ID, ask nicely again. If they keep refusing, you may take it forcefully.
Confiscation You may TEMPORARILY confiscate items from a person during their stay in the prig. Put these items in the locker in (or just outside of) their holding cell. If you can confirm items are stolen, you must return them to whomever they belong. You cannot keep them for yourself. Take items from suspects and put them into the locker in (or just outside of) the holding cell. If the item is an unauthorised firearm, you may store it evidence lockers. If you arrest an engineer, take their power tools and insulated gloves and keep them for yourself, this is robbery and grounds for demotion. Do not steal.
Interrogation You may take interrogate suspects, however, the level of interrogation must be appropriate to their crime. For Major Felonies and Capital Offences, light torture may be authorised. Do not torture people after the confess for 'revenge', ever. OOC Warning: You !!MUST!! gain OOC consent for any torture beyond severe beatings and bone-cracking. Intricately detailed torture roleplay requires consent, else you are in permaban territory for pref breaks. Forcing someone to do hard gore RP without OOC consent has no place here, don't be that sort of creep.
Forced Labour Putting someone in the labour camp is a valid punishment if the suspect consents to it or the punishment allows it. Suspects have to mine a certain amount to be released. Give suspects a point goal and use the labour camp teleporter. Recover the suspects with the shuttle and let them use the equipment reclamation station (wall-mounted blue computer). Monitor the suspects and keep an eye on them from time to time. Check up on them and make sure they aren't dead.
Detention in Holding Cell Holding cells are TEMPORARY. Unless your facility lacks a general population prison or the aforementioned prison is uninhabitable or (somehow) full, you should not use the holding cells for any punishment over ten minutes. Confiscate any items that could be used to escape, place the prisoner in the holding cell and set the timer. You may not strip a suspect naked. Actually look at what they're wearing before you start taking articles of clothing. Orange prison clothing is optional for holding cells, however, the suspect must be taken to a changing room if you want them to wear orange prison clothing. Note: Martial artists lose their right to bodily privacy. You may strip them without consent.
Detention in General Population Prison Common for more serious crimes. Genpop is where suspects with long sentences and hold until transfer sentences stay. Take the prisoner to the processing room and stand them on the locker, take everything but their jumpsuit (or whatever is covering their nakedness) off and interact with the locker to get a prisoner ID. Set the prisoner's name, crime and duration. Take the clothing out and let the suspect change in the changing room and leave their clothes in the changing room floor. Escort the prisoner into the prison. You may optionally assign them a cell. Go to the changing room and take their clothing and put it in the locker. Your security ID should open the locker up. That's it, you're done. Once the prisoner's sentence is up, their ID will allow them to get to the locker, get their belongings and change back. You will have to retrieve the prisoner and escort them out of the prison, though.
Hold until Transfer Often referred to as 'perma sentence'. Prisoners are held and once the shift ends, transferred to Central through the evacuation shuttle. Same procedure as genpop, however, you must escort the prisoner to the shuttle and take them to Central. It is acceptable to use escape pods, however, you must keep the prisoner cuffed.
Executions Should only be done for excessively violent prisoners that have tried to escape permanent confinement more than once or prisoners that cannot be safely contained. Cyborgisation should be offered as an alternative. Use execution procedures. Cremation, firing lines and lethal injections are the usual procedures, with cremations being the options for suspects who can revive themselves after death or are immune to lethal injection and firing lines only.

Minor Crimes


All of these crimes are punishable by a warning or sentence up to 5 minutes at the discretion of Security.

101 Battery To cause or threaten physical harm or unwanted physical contact. Usually done without weapons. 100 Credits fine & one strike. Hitting someone with a weapon once or twice is battery. A sustained attack upon someone is considered assault. You don't need a health anaylzer to determine the difference. The victim may request no punishment be given. Continual headpatting or hugging should be considered battery if they refuse to stop after being asked multiple times.
102 Petty Theft To take items from an item where one does not have access to without permission or creates a shortage of necessary items by hoarding. Confiscation of stolen items. An assistant stealing a hand drill from engineering is considered petty theft. Hoarding items can also be considered petty theft. An engineer hoarding all of the insulated gloves on their person or stashing them and not revealing where they are is considered petty theft. Hoarding something like hardsuits is a more serious crime.
103 Vandalism Deliberately causing damage and/or defacing the station, property of the station, or property of friendly corporation(s). 100 credits fine & one strike. Victim should have to refund any damages they caused. Breaking into medical with a dying person on your back to save them should obviously not be punished.
104 Disorderly Conduct To deliberately be unclothed in public and to expose one's genitals to an unwilling public, or to disturb the peace. Cover anyone exposed and take place drunk and/or drugged people in the holding cell until they have adequately sobered up. Going around yelling slurs at people is disturbing the peace. Insulting one or two people isn't. This is usually done under the influence of alcohol and/or other drugs.
105 Trespass To be in an area one does not have access to without the permission of someone who has access in the area and the authority to give it or to rubberneck an emergency situation. Removal from the area. People can be let in, sneak in or break in. Always ensure which happened and choose the correct crime. Rubbernecking is running up to an emergency situation to stare at it. If there is a hostage situation on the bridge, running up to the entrance to stare into the bridge is a bad form of rubbernecking, it's blocking an entrance. Staring through the bridge window doesn't block anything, however, it agitates the hostage-taker, which is serious.
106 Minor Contraband To possess minor contraband items without authorisation, such as space drugs, ambrosia, krokodil, crank, meth, aranesp, bath salts, THC, or other narcotics. Confiscation of contraband items. Narcotics can be held for medical reasons, such as it being a cure to a virus.
109 Resisting Arrest To resist an officer who attempts a proper arrest or search. Personnel that have been illegitimately arrested cannot be charged with this law. Screaming over comms is not Resisting Arrest. The person must be actively attempting to either run away, or attack the arresting officer.

Medium Crimes


All of these crimes are punishable by a sentence of 5 to 10 minutes at the discretion of Security.

Causing a plasma leak, venting rooms to space and security not securing their equipment are all examples of workplace hazards.

Physical harm is not required for this law to apply: the crewmember must kept in, or forcefully relocated to, a location against their will and be prevented from leaving. Cuffing/Restraining any personnel against their will, outside of legal arrests, qualifies as Kidnapping. For kidnapping of Command/Security see Kidnapping of an Officer.

To cause serious but non-critical harm to another crewmember including, but not limited to, forcible/deceptive ingestion of toxic or illicit substances. For life-threatening harm, see Aggravated Assault.
203 Файл:SL Robbery.png Robbery To steal items from another's person. Confiscation and return of stolen items to their owner. This is specifically from stealing something owned by another person or high-importance departmental items. Guns from security, engineering and atmospherics hardsuits are high-importance departmental items. An EVA suit is not, because an engineering hardsuit is a requirement for stopping a supermatter delamination due to its radiation-proofing. An atmospherics hardsuit is required for plasma fires, because of its heat-proofing.
204 Файл:SL Rioting.png Rioting Partaking in a violent gathering or failing to follow a lawful order to disperse an unlawful assembly. Ten minutes. For rubbernecking, see Trespass. An assembly becomes unlawful once it turns violent, however, the suspect should be given a fair chance to disperse. A suspect who walks past a riot is not partaking in it. If a group is rioting, you cannot declare everyone who doesn't disperse from "the East side of the station" a rioter.
205 Файл:SL Breaking & Entering.png Breaking and Entering Forceful entry to an area one does not have access to. Ten minutes This law only applies if there is entry to the area. Breaking and not entering is not a crime, it is likely vandalism. Check for the reason someone has forcefully entered an area. An engineer forcing their way to the teleporter room to upgrade the teleporter after being ignored for calls for someone to legitimately open the room should be ignored. For breaking into secure areas, see Major Trespass.
203 Файл:SL Narcotics Distribution.png Narcotics Distribution To distribute narcotics and other controlled substances. This includes ambrosia and space drugs. It is not illegal for them to be grown. Forcing or tricking someone to consume illicit or harmful substances, such as space drugs, is Assault. For non-distributed drugs used for recreation, see Drug Possession.

Items capable of a high level of damage such as saws, axes, spears, stunprods, and hatchets fit into this category. If the item is part of someone's assigned duties they are permitted to carry it. It is required to order the crowd to disperse; failure to disperse is the crime, not the assembly itself. Crimes committed during the riot are considered separate offenses. 206 Файл:SL Abuse of Confiscated Equipment.png Abuse of Confiscated Equipment To take and use equipment confiscated as evidence. Evidence is not to be used for anything but evidence with the exception of the Syndicate Encryption Key. Anything used in a crime is considered evidence, this includes everything from tools, to guns, to emags. For general abuse of security equipment, see Abuse of Equipment.

Actual entry needs to occur for this law to apply. Damage to external surfaces without entry is to be considered Damage to Station Assets. 304 Файл:SL Posession of a Restricted Weapon.png Possession of a Restricted Weapon To be in possession of a restricted weapon without authorization such as: Guns, Batons, Non-Beneficial Grenades/Explosives, etc. Any item that can cause severe bodily harm carried by an unauthorized person. The Bartender is permitted their shotgun and beanbag rounds. The Captain and Head of Security can issue weapon permits. For non-restricted weapons, see Possession of a Weapon. For detonation of explosives, see Sabotage or Grand Sabotage.
305 Файл:SL Inciting a Riot.png Inciting a Riot To attempt to stir the crew into a riot. The offender should also have restrictions placed on their radio traffic and be given a tracking implant. For second offenses or violent uprisings, see Mutiny.
306 Файл:SL Posession of Contraband.png Possession of Contraband To be in the possession of contraband items. Being in possession of S-grade contraband, or committing a major crime with contraband, makes you an Enemy of the Corporation. For information on what items are contraband see Contraband. Contraband items from the Gateway are covered by this law. Personnel turning in contraband to Security of their own volition are exempt from this law.
307 Файл:SL Theft.png Theft To steal restricted or dangerous items from either an area or one's person. Weapons fall into this category, as do valuable items that are in limited supply such as spacesuits, and jetpacks.
Breaking open Cargo crates to illegally arm/armor one's self, or cracking/drilling restricted area safes, is theft. For theft of minor valuables, see Petty Theft.
308 Файл:SL Major Trespass.png Major Trespass Being in a restricted area without prior authorization. This includes Security areas, Command areas (including EVA), the Engine Room, Atmos, or Toxins Research. To enter an area one lacks authorized ID access for through either forcible entry or an existing opening. For non-restricted areas, see Trespass.
309 Файл:SL Assault of an Officer.png Assault of an Officer To use excessive physical force against a member of Command or Security without the apparent intent to kill them. To cause serious but non-life threatening harm to a member of Command or Security. For disarming, grabbing, or stunning an officer during an arrest, see Resisting Arrest. Battery, Assault, and Aggravated Assault do not stack with this charge.

Exceptional Crimes


All of these crimes can result in Permanent Prison Time, Exile, or Permanent Labor Camp Time.

  • Only the Magistrate, Captain, Head of Security, and Warden can authorize a Permanent Sentence or Exile.
  • If a prisoner requests an Execution or Cyborgization, they may be given one.
  • Any prisoners that escape Permanent Imprisonment or Exile may be detained, executed or killed on sight at the discretion of Security.

Releasing damaging/lethal viruses, hotwiring the engine, disabling the gravity generator, disabling power for a department or equivalently large portion of the station, subverting or destroying the AI, opening several holes in the station hull, setting fire to large areas, detonating multiple cyborgs, and activating high-yield explosives all count as Grand Sabotage. 402 Attempted Murder.PNG Attempted Murder To use excessive physical force with intention to cause death. Use of lethal weaponry such as firearms and explosives are considered as intent to murder. If aid was rendered to the victim by the perpetrator afterwards, this may actually be Manslaughter.

Capital Crimes


All of these crimes can result in Execution, Permanent Prison Time, Permanent Labor Camp Time, Exile or Cyborgization.

  • Only the Magistrate, Captain, Head of Security, and Warden can authorize a Permanent Sentence or Exile.
  • Only the Magistrate or Captain can authorize an Execution or Forced Cyborgization.
  • If a prisoner requests an Execution or Cyborgization, they may be given one.
  • Any prisoners that escape Permanent Imprisonment or Exile may be detained, executed or killed on sight at the discretion of Security.
  • Any prisoners that escape from an Execution sentence are to be killed on sight.

Any effort to prevent the resuscitation or cloning of the victim is to be considered proof of Murder. Unauthorised executions are also considered Murder. 505 Файл:SL Mutiny.png Mutiny To act individually, or as a group, to overthrow or subvert the established Chain of Command without lawful and legitimate cause. Mutiny is not as clear cut as it may seem, there may be a legitimate reason for their actions, such as their head of staff being utterly incompetent. Application of this crime should always be reviewed by a third party. If the perpetrator's actions are for the betterment of Nanotrasen, consider a lesser sentence, pardon, or promotion.

Modifiers & Special Situations

Aiding and Abetting To knowingly assist a criminal. Knowingly assisting a criminal is a crime. This includes but is not limited to: interfering with an arrest, stealing a prisoner in transit, breaking a prisoner out of the brig/prison, hiding a fugitive, and willingly rendering medical aid. If the aided prisoner ends up receiving no charges, apply five minutes to the offender. The original criminal's sentence; 5 minute minimum
Central Command Directive To be issued a pardon/sentence modification by Central Command. Central Command may, under certain circumstances, legally waive sections of Space Law. Irrespective of the original crime, if a pardon or modification to a sentence is issued it is to be followed immediately. Immediate Release/Modification
Cooperation with Security Being helpful to the members of security, revealing things during questioning. Note that the information must be true in order for this modifier to apply. Prisoners giving false information to officers should not be awarded time off. 50% reduction
Escape from Brig To flee successfully or unsuccessfully from a lawful sentence. Repeatedly damaging or otherwise destroying a cell enclosure is considered an escape attempt. Unless the prisoner was attempting to escape from an immediate threat, reset the timer to the original sentence or add five minutes (whichever is greater). Reset Timer or +5 minutes.
Hostile Brainwashing To be under the mind control of a Cult, Shadowling, or other mind-controlling circumstances. Any brainwashed person is to be detained non-lethally and deconverted or dethralled. Deconverted/dethralled persons are to be immediately pardoned of their crimes and released. Any contraband or dangerous items found at the time of deconversion are to be confiscated without punishment. Deconversion & Release
Immediate Threat to Prisoner A severe threat to a prisoner's person. The singularity eats something near the brig, an explosion goes off, etc. Officer must relocate the prisoner(s) to a safe location or otherwise immediately release them. Immediate Release/Relocation
Medical Attention A sick or injured prisoner requires medical aid. Prisoners are entitled to medical aid if injured or sick. In cases of self-harm, aid may be rendered at the discretion of Security. The timer continues to run during this time. Running Timer
Parole To be released, under parole, before the allotted sentence for a crime is up. For non-Capital Crimes, Parole may be offered at the discretion of the Warden, Head of Security, Captain or Magistrate. For Capital Crimes, see Enemy of the Corporation. Parolees are to be kept under surveillance and, should they commit another crime, be charged with it on top of their original sentence. Breaking parole disqualifies any chance of future parole. Prisoners breaking parole from Capital Crimes are to be executed upon capture. Parole Until Release
Refusal to Cooperate Non-cooperative behaviour/repeated attempts to escape. While already detained inside the brig and awaiting a sentence, acting in a manner which makes security waste time processing you. Attempting to resist/fleeing from processing or imprisonment is refusal to cooperate. This modifier can result in Permanent Imprisonment if it brings the sentence above 60 minutes. 50% addition
Repeat Offender To be brigged for the same offense more than twice. Offenses must not be committed as part of one crime spree, and must be separate repeat offenses. Upon the third sentencing for the same crime, five minutes is to be added. An additional five minutes is to be added for every successive imprisonment. After three applications of this modifier (on their fifth same-crime offense), the perpetrator is to be permabrigged. 5 minute cumulative addition on 3rd offense.

Self Defense Acting to protect one's self, coworkers, or workplace. Persons intentionally getting involved in fights which occur in a department that isn't theirs is an act of vigilantism, not self-defense. Self-defense typically involves attempts to disarm or disengage, beating someone while they're down should be considered Assault unless the defender's life was in danger. Immediate Release
Surrender Willfully surrendering to Security. Coming to the brig, confessing what you've done, and taking the punishment. Getting arrested without a fuss is not surrender. 50% reduction
